The one-vote one-value rearrangement demanded that six safe Labor electorates be made from the existing five along the southern metropolitan coast, which has been achieved with the creation of Kwinana from the southern half of Cockburn and the northern half of abolished Peel, with the remainder of Peel forming the new seat of Warnbro. Kwinana also covers semi-rural areas east of the Kwinana Freeway which had previously been in abolished Serpentine-Jarrahdale. Most of its voters come from the town centre of Kwinana (located immediately inland of the heavy industrial area with which the name is most commonly associated) and an incursion into the outer Rockingham suburbs of Waikiki, Hillman and Coolongup (the latter having been transferred from Rockingham). Labor's candidate is Roger Cook, former party state secretary and state manager of Labor-friendly public relations firm CPR, who was backed by the Left sub-faction associated with Jim McGinty and the Liquor Hospitality and Miscellaneous Workers Union. Other aspirants were the Centre faction's Daron Smith, adviser to Government Enterprises Minister Ljiljanna Ravlich, and Kwinana mayor Carol Adams, who had earlier contested preselection for the Peel by-election of 3 February 2007.

ASSESSMENT: Labor retain
